If you have a page where the first thing is a header,
two "[edit]" section links will appear atop the page,
side-by-side. One will edit a blank section. see <a
href=http://www.wikipedia.org/wiki/Talk:Capitalism>Talk:Capitalism</a>
for an example.

The first link is for the introduction section, which indeed
is blank.
It's not a bug, but it is ugly. :) Lowering priority.

It's not clear to me why we would want section editing on
talk pages anyway... can they be disabled for talk
namespaces?

Actually, talk pages are one of the places where section
editing is *most* useful. Consider the Village Pump as a
communal talk page; long talk pages on controversial
articles are also very difficult to handle.
Using sections (now even easier with the "post
a comment"
button on talk pages) makes them a lot easier to handle.
