Steps to reproduce

1. Edit MediaWiki:Rcfilters-other-review-tools on wiki ("My test")
2. Open Special:Recent changes
3. Watch, how your version ("My test") is loaded and then rewritten by the default ("Other review tools")

Expected behavior
Local should be always preferred.

Current behavior
This is an issue on cswiki, where no review tools are hidden underneath, instead we use this space for a community noticeboard, which we tried to locally announce in this button's text.
