Add option for cloning instances on horizon

Description

I have one interesting idea. We should add option for cloning Cloud VPS instances on horzion, like Hetzner and other VPS hosting providers have.

On example, if I want to create temporary instance which have MediaWiki and etc, boring is to each time install database, MediaWiki and etc, then to configure. It takes much time.

This would be an interesting feature. We should think about it after T225320: Ceph Proof of Concept Build and Testing and the follow up work to move instance storage to CEPH is complete.
