However, https://en.wikipedia.org/wiki/Rodolfo_Dato shows a redlink instead of transcluding the image, and attempting to use the file elsewhere on wikipedias also fails.

Visiting https://en.wikipedia.org/wiki/File:Rodolfo_Guevara_Dato.jpg I would expect to see the image as it exists on Commons, with the usual text
