Migrate OABot service to toolforge.org

Description

The current domain tools.wmflabs.org is being phased out in favour for toolforge.org (T234617). We need to update the oabot tool for this.

Since the service uses OAuth, it is affected by T244473.

A new OAuth consumer must be requested according to https://wikitech.wikimedia.org/wiki/News/Toolforge.org#Oauth_considerations
