Templates should be recached faster

Description:
On pages such as the Village Pump, the Main Page, and the RFA page, subpages are
used to divide up the page. The cache has to be frequently purged for the page
to see the edits. I say there should be a feature that recaches the subpage
every time it is re-edited (using some fancy things with what links here and
edit histories).

Subpages are shortcut links that begin with a slash, which go to the current page's title with the slash portion appended to
it.

I'm not sure how that's related to caching; can you clarify please?
