This does seem to be unique to Commons. I cannot replicate it in en:wikipedia,
wikisource, or wikiquote. This suggests that it is not a problem with
Title.php. I can see no problem with
http://commons.wikimedia.org/wiki/Special:SiteMatrix, which links column wikt,
row nl to http://nl.wiktionary.org just as does
http://en.wikipedia.org/wiki/Special:SiteMatrix (to cite an example that works).

The original comment and especially the description "Now I get a
message that the project has not started yet." has nothing to do with the note
from comment 3.

comment 3 is another bug covered by
Bug 955: b: doesn't work from Wikibooks; neither n: from Wikinews nor q: from
Wikiquote (etc. s:, wikt: future c:)

CLOSing this bug as FIXED.
