No - only file a bug in the extensions component if there is something wrong with the extension. Since this is for enabling an extension (a configuration change), it is in the right component (site requests). I believe shell bugs are saved up and done at regural intervals, so this bug will probably be addressed next time someone does the shell bugs.

I must admit I'm a little confused as to if you're asking for flagged revs enabled or asking for edit patrolling enabled or asking for both. However I'm just a random person who comments on these bugs, so it really doesn't matter that I'm confused, only that the people who do shell requests understand you, which if they don't they will eventually comment.
