Right now in xmlcontentjobs.py, if we didn't want to prefetch, an empty string ('') will be passed as one of the args to dumpTextPass.php, and while that's harmless bcause it just winds up in mArgs, it's not nice and we shouldn't rely on that behavior. Fix this.
