Briefly revisiting the "Remove proxyunbannable from core" task

Description

First off, I'm sorry if creating a new task was unnecessary. But I really didn't want to risk necroposting a thread https://phabricator.wikimedia.org/T75414 that's almost old enough to go to school.

I just wanted to ask a question regarding this comment on the said task:

I've checked the user class, and proxyunbannable is never checked for sysops since they have ipblock-exempt.
All usergroups with proxyunbannable already have ipblock-exempt.
So this can be removed from core without removing proxy blocking.

I'm a bit confused as to what that statement means. Does it mean that the abilities that were included with the (proxyunbannable) right are also included in the (ipblock-exempt)? Or does it mean that all the usergroups with the (proxyunbannable) right at the time also had the (ipblock-exempt) right?

Oh, I'm so sorry. I didn't realise that necroposting wasn't frowned upon here. It is frowned upon in every wikifarm or anywhere with forums that I've been to that I can remember. I'll remember that for next time! :)

@C.Syde65: Heh... I wouldn't want to split a conversation for a followup question, as this system is for tracking tasks and not for "discussion threads". I would want to split into a separate task if a problem happens again months after the original task about the same problem was closed, as the reason is likely a different problem than months ago. It's complicated. :)
