I want to use P4765 to refer to PD images that are not on Wikimedia Commons but on other servers. I have worked out the needed data on the wikidata item and the qualfiers on the specific P4765 property (see comment underneath). I have filled in the required info on [[:d:Q104033444]] but the bot is not picking up this image to be uploaded to Commons.
