Description

Steps to Reproduce:

create a toolinfo record via API or crawler
note the modified_date assigned to the initial edit
edit the toolinfo record via API or crawler
note the modified_date assigned to the second edit

Actual Results:
modified_date does not change

Expected Results:
modified_date changes
