I spent all morning trying to find out why my user-config.py wasn't being read any more.

I finally found the (new?) code in config2.py which forces __no_user_config to 2 when pywikibot is installed as a site-package.

That seems a bit counter-intuitive to me, but you probably have your reasons.

I suggest you mention, somewhere in the docs, that it is necssary to set PYWIKIBOT_NO_USER_CONFIG=0 if you want your user-config.py read, when you use pywikibot as site-package.

PS: I went down various false leads along the way and noticed that the doc is not quite in agreement when and where site-names are folded to lower-case ?
