"Cannot find section" error when editing a page on Meta marked for translation but without translation markers

Description

When going to this edit section link, a "Cannot find section" error is shown instead of the edit area. I then have to choose to edit the whole page.

Hmm, happens with all section. I guess this has to do with lines like <translate>== Goals ==</translate> , but no translate marker tags existing?
