This ask is quite ambiguous, looking at the doc.

This ask does fall in line with our IP Masking mandate. if we take the right approach, it could also be a tool to help our communities in a post-IP Masking world. although the stewards might not like that approach.
Getting a sense of how many edits are flowing through a range to know how big impact blocking a range might be.

Would be helpful to encourage more admins to do these blocks, it's something people are hesitant to do
