Description:
As noted by Brion in bug 454#6, if the bug is reassigned, the wikibugs list
won't get mails unless it is specifically added to Cc. The situation could be
made easier (at least initially) by making the default Cc: as
wikibugs-l@wikipedia.org. I suppose, it could also be added as a "hidden" value
that is always to be concatenated with the value in the Cc: textbox before
processing.
