As a Wikibase editor, I want to be able to add references or qualifiers to statements to add more detail and context to claims. When federation is enabled, I want to do this using both my own local properties and remote properties from a second source.

For example: A statement about a local item could consist of of a federated property (Wikidata P31, instance of) with a specialized local property as a qualifier and a remote property (Wikidata P854, reference URL) for the reference.

Decisions made:

• The users should always be shown both local and remote properties in the search results when adding qualifiers and references
• Local properties should be sorted above remote properties in the results as they are more specific to the local Wikibase project

Guidance for future
During a later step, we intend to make it possible for users to distinguish whether a property in the results list is local or remote. The current thinking is that this would be shown visually with an icon specific to remote properties.
