List of steps to reproduce

• Get flagged as an eliminator on vi.wiki
• Go to :w:vi:Special:Undelete/MediaWiki:Signupend?uselang=en

What happens?

• A system message appear:
  • "The action you have requested is limited to users in one of the groups: Administrators, Eliminators."
    • With uselang=qqx: (badaccess-groups: (group-sysop)(comma-separator)(group-eliminator), 2)

What should have happened instead?

• Eliminators should be able to view deleted contents, even if they are not able to undelete (aka re-create) the page.
