It will allow stewards to globally block people on their global block and cannot edit on any wiki connected to their global account

Use case(s) They can be used if a account being abused for example they do cross wiki vandelsim or other types of abuse cross wiki releted

Benefits (why should this be implemented?):
The benefit is that people can easily appeal if it wrong on their account instead of having to email stewards.
