LogEvent incorrectly assumes that all 'version' (revision) operations are on tools

Description

The current code for our <LogEvent> component assumes that all target.type === 'version' events are related to tools revisions which is incorrect. Both tools and lists have tracking for historic revisions and the associated ability for patrollers to mark historic revisions as patrolled.
