Review java installation method in our puppet code

Description

We've been bitten a few times by JDK installation problems within our puppet code, most recently when deploying Bullseye ( https://phabricator.wikimedia.org/T299797 ).

Our puppet repo provides modules/profile/manifests/java.pp which should make it easier to install.

Review other teams' java installations and determine if we can deploy in a simpler way.

jbond helped us improve said puppet code's java installation approach, so we will consider this matter closed for now.
