In Wikimedia projects more than 90% of newly created users have no edits at all. In some wikis NewUserMessage is configurated to welcome all users including those automatically created and it may be annoying if you receive a welcome only because you visited a wiki (or accounts may be created due to cross-wiki import even if you do not visit a wiki at all).
