Give Tier 2 engineers admin permissions over Cognito resources

Description

Tier 2 will be responsible for any incoming support requests related to user administration such as:

  • User/profile lookups
  • Password resets
  • Account creation/deactivation

To do so, tier 2 engineers need to be assigned the roles/permissions required on Cognito and Cognito user pools. Use of the AWS UI to manage Cognito is expected.
