Implement authentication in Toolforge

Description

Authentication to Wikimedia accounts will be used for allowing users to take logged-in actions from the tool, such as a "remove statement" button for each result, or maybe other ideas from the community.

Oauth authentication is now working; can try it out via https://view-it.toolforge.org/login.

Next step is to get editing to function.
