Description

For non-existent titles, it should be a separate interface message "undelete-cantcreate".
Example: https://en.wikipedia.org/wiki/Create_new_page?action=protect shows this text: "You cannot change the protection settings of this page because you do not have permission to edit it." ("undelete-cantedit")
