I don't have a proper way to replicate this that will work on all PCs, but I'm willing, if possible, to make arrangements for someone to have remote access to my PC if it cannot otherwise be replicated. On some, but not all, pages, the ImageNote capability is effectively broken. I cannot see existing ImageNotes (if any) and the "Add a Note" button is not present. Examples of pages where it fails: https://commons.wikimedia.org/wiki/File:Jackson_Street_Regrade,_June_10,_1908_-_DPLA_-_97f4eb554efec498bc282cbabedbb9be.jpg (which has no existing ImageNotes) and https://commons.wikimedia.org/wiki/File:Jackson_St_looking_east_from_the_waterfront_(SEATTLE_1815).jpg (which has existing ImageNotes, according to the wikitext). Examples of pages where ImageNote works fine: https://commons.wikimedia.org/wiki/File:Jackson_Street_Regrade_from_6th_Ave._S._trestle,_June_10,_1908_-_DPLA_-_e237d739b9936fe1a9dc067a089e515b.jpg and https://commons.wikimedia.org/wiki/File:Jackson_Street_Regrade_changes,_ca._1909_-_DPLA_-_16ac94cedcc903ff5f4426fedb27da48_(page_1).jpg.
What happens?: I cannot see existing ImageNotes when I hover, and the "Add a Note" button is not present.
What should have happened instead?: I should be able to view ImageNotes, and the "Add a Note" button should be available.
