GitLab replicas send email reminders for project invitations (and maybe also other emails). That happened for example with striker bot (T315706).
We should disable notifications for the replicas because it's confusing for users. They most probably don't have access (because replicas need wmf/nda group) and all actions are gone by the next restore.
