There are cases where Web2Cit-Server does not return a target result (both using the html or json formats) because no applicable translation template was found for the target (see T313236).

However, in these cases, it may make sense that a target result be always returned if there is a translation test defined for the given target.

That is, the translation output could be an empty (but defined) output in these cases.

This may be useful for the Web2Cit-Monitor, as it would be clearer what the test result should be in these cases.
