Change SUPERSET_WEBSERVER_TIMEOUT flag in config from 1 minute to 3 minutes

Description

Could we change the SUPERSET_WEBSERVER_TIMEOUT flag to 3 minutes? I believe (after testing) that changing this flag will mean less cosmetic errors in at least one of our key dashboards.

This was brought about by looking at T294771. Even though their final solution was different for their error case, it informed our change.
