Enable IPv6 for *.wmflabs.org

At present, users from mainland China cannot access the domain name because the domain name is only equipped with an IPv4 address, and the IPv4 address is banned. Using ipv6 addresses can reduce the impact on them.

Benefits (why should this be implemented?):
At present, IPv6 technology has become mature, and if it is not deployed, it is really a sad thing.
