Steps to replicate the issue (include links if applicable):
- Upload at least 5 files using the upload wizard on Commons.
- Follow the wizard through to the describe page.
- Fill in all values except one required field (towards the top) and hit submit.
What happens?:
Apparently nothing. This is bad UX.
What should have happened instead?:
If something is missing, then the view should jump to the topmost value that is missing.
