A bit similar to T344325: gNMI module in Spicerack but lower priority.

Since a while now we have helper functions to interact with Junos devices using clustershell in cookbooks/sre/network/__init__.py

As their usefulness has been proven, they need to move to a dedicated Spicerack module, either while keeping the current clustershell "hack" or using python3-junos-eznc (in Debian) (but depends on Paramiko).
