This is a followup from T108027, specifically IO and IP accounting for cgroups are not enabled by default fleetwide (though they are enabled for traffic hosts as of Aug 2023, see profile::base::systemd::blockio_accounting and profile::base::systemd::ip_accounting).

There will be an impact in terms of metrics collected for sure, and we should gauge this impact. There might be other performance-related impact, hence this task for discussion (and whether we want to do this at all, i.e. there are actual benefits from having this information available)
