While we work towards implementing a strong ML model crafted by research to support our goals of relaying quality of citations/references to our reusers, we want to at least slouch toward augmenting what we do with our parsed references.

• Investigate citation event stream capabilities
  • can we include "reference/citation_is_new_yes/no"
• match parsed references with perennial sources list
• investigate feasible methods for understanding if link is broken or 404 page
