Last week, as we reviewed highly upvoted suggestions in the library, we came across The Japan Times, which was sat at 40-50 upvotes (roughly the cutoff where we stop scrolling down). We created a Phab ticket (T358441) and added it to the suggestion.

Now, it appears that the suggestion only has 1 upvote. This seems strange - it's extremely unlikely that all 40+ users who upvoted it came back and removed their vote.

This is the only suggestion I can see which might have had this happen.
