Do not put the progress bar far away down at the bottom

Description

Steps to replicate the issue (include links if applicable):

  • On your cell phone, upload a file to Commons. In fact make it a big long file that takes several minutes.
  • Watch the spinner spinning, as you wonder if this upload will ever complete.
  • With nothing else to do that evening, casually scroll further down on the Upload form.

What happens?:

Lo and behold, we discover a progress bar there at the bottom that we didn't know about all this time while we were waiting.

What should have happened instead?:

Well if the progress bar had been back near the top near the spinner, then we wouldn't have ever started scratching our heads wondering what was going on.

You see a cell phone has a limited view so you need to group important things together.

So you might say it was all my fault. Because normal people upload 35 files and I only uploaded one. So the progress bar position makes sense for 35 files. Okay that's good. All I know is for us people who just happened to upload one file that's the truth of what happened that evening.

Okay. Make you a deal. How about instead of the spinner for each file, how about each file have its very own progress bar!
