Since the version 6.0 of PluggableAuth, it has been possible to configure multiple authentication providers simultaneously. Since each has its own mapping to MediaWiki users, this opened up the possibility to use two different authentication mechanisms to map to the same wiki user - at the discretion of the sysop of the wiki. However, there was still a restriction in the OpenID Connect extension that limits at most one subject/issuer pair to map to each wiki user. This unnecessarily restricts the ability to have multiple OpenID Connect providers map to the same wiki user.
