Dear Wikipedia team,

First of all, I am writing to you as a representative from UIN Sunan Ampel Surabaya, an academic institution located in Surabaya, Indonesia.

We have a plan to utilize Wikipedia as a valuable source of information for the public. As part of this plan, we require at least one account for each lecturer and staff at our university. However, we have encountered difficulties in creating multiple accounts due to the limitations imposed by the existing API.

Therefore, we would like to request a whitelist for our IPs, allowing us to proceed with our mass account creation program. Below, you will find the details of our request:

Also most of the task description appears to be AI-generated, and the proposer has no non-self-promotional contributions on any WMF wiki. "We have a plan to utilize Wikipedia as a valuable source of information for the public. As part of this plan, we require at least one account for each lecturer and staff at our university" is nonsense - accounts are not required to read Wikipedia. And the while 103.211.49.0/24 might belong to the actual university in question, the other IPs here belong to random locations across Indonesia, including at least one open proxy/webhost.

I assumed good faith here and scheduled this for deployment, and was rightly rebuked on IRC. I was fooled, and won't be making that mistake again.

Nevertheless, though, we all failed here. This should have been noticed and caught much earlier before I reluctantly stepped up to the plate.
