There's a suggestion at the Village Pump thread on how to override this in local CSS, but before we go down that path, let's figure out if it's intentional or a bug in the common CSS.

user scripts, gadgets, templates, custom CSS are local on-wiki content. Local content is managed independently on each wiki, by each wiki community themselves.
Phabricator is mostly used for MediaWiki, MediaWiki extensions, or server configuration, or by developers and teams to organize what they plan to work on.
This needs fixing on the local wiki by editing its local content. Thus I am closing this task here - thanks for your understanding.

The point of my report was to find out if this was something wrong in the WMF-supplied CSS or in the local CSS. An appropriate response might be, "Yes, the folks who maintain the common CSS looked at this and confirm that it is intentional". I think it was inappropriate to close this without giving the CSS folks a chance to look at it.

I'm afraid I cannot speak for English Wikipedia folks who maintain the local CSS on English Wikipedia. :)

Edit: Sorry, I guess I misunderstood. Folks who maintain the common CSS do not have to look at this report because you and everyone else can find out themselves by following the docs and trying safemode.

I think it was inappropriate to close this without giving the CSS folks a chance to look at it.
