I suggest introducing an interface administrator status that allows to edit MediaWiki namespace on uzwikiquote.

Also the interface administrator group already exists and can edit the MediaWiki namespace including js and CSS. If what you want is a group that can edit the MediaWiki namespace but not CSS/JS pages you need a new name.
