Description

Steps to replicate the issue (include links if applicable):

Connect to VPN
Try and edit wikipedia
Disconnect from VPN
Try and edit wikipedia again

What happens?:

You will be prevented from editing as if you were stoll connected to the VPN, with the same IP block page. Similar things occur with other wikimedia services

What should have happened instead?:

You are allowed to edit as you are not using a banned IP

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):

Other information (browser name/version, screenshots, etc.):

Browser is Google Chrome, no screenshot as this glitch prevents me from submitting a report on the machine where the glitch occurred

This is because of cookie block feature, see https://www.mediawiki.org/wiki/Autoblock#Tracking. Clearing Cookie will let you able to edit.

I have tried clearing cookies and it did not solve the issue

You need to clear the cookie after turning off VPN. Also, view Special:MyContributions to confirm you do not use a blocked IP.
