Steps to replicate the issue (include links if applicable):
- I converted a video from a mp4 file to webm using HandBrake
- I uploaded the webm video file here: https://commons.wikimedia.org/wiki/File:1.1_Introductions.webm
- Under 'Transcode status' are links to webm and mp4 files such as 'Streaming 720p (VP9)' https://upload.wikimedia.org/wikipedia/commons/transcoded/3/32/1.1_Introductions.webm/1.1_Introductions.webm.720p.video.vp9.mp4
- Downloading the mp4 video or watching it in a browser shows the file has no sound
What happens?:
The webm file has sound, but the mp4 file doesn't. It doesn't matter what browser or media player is used, or which quality is selected. The mp4 has no sound.
What should have happened instead?:
The mp4 should have sound.

macOS 13.6.7 (22G720), latest versions of Safari and Chrome. Also tested on a Linux build, so it's not the OS or browser. Media player for downloaded files: VLC 3.0.20 (latest version) on macOS
