requestctl web ui feature (minor): table's row background color changes if action is enabled or not

Description

Would be nice and improve readability if in the actions catalog page (https://requestctl.wikimedia.org/action) the table's rows are colored (eg. green/red) depending on the "enabled" field

I personally don't love the visual effect this gives, the screen is cluttered enough, and you can also sort by enabled/disabled if you want to.

I'll wait to see if others think differently.

To be honest I preferred subtler colors too, for background cells... That way doesn't look so cluttered... But I also found that class in the Bulma CSS documentation and I thought to use that
