Library of Congress link broken on Book sources special page

Description:
In MediaWiki 1.5beta2, the "Library of Congress" link on the "Book sources"
special page is broken. The link can be found on the page under the "Libraries"
heading, and is the first link in the "United States" section.

An example of this can be seen at the specified URL; the page currently looks
like this (in part):

  • United States
    • ISBN 189496327X&SL=None&Search Code=CMD&CNT=10">Find this book on the Library

of Congress catalog.

The "ISBN 189496327X" part is a proper link that does work, but the link's title
on the page is broken, as above.

It's a cosmetic issue only, but it should be fixed. :)
