Mark any edits as minor/not minor

Description:
Sometimes people accidentally have edits marked as
minor/not minor when they should be marked as not
minor/minor (i.e. they set the "minor" flag to the wrong
value).

Also, anonymous users sometimes make legitimate minor
edits, but cannot mark them as minor, so we have to keep
wasting our time looking at them in the watchlist or
strain our memories.

Logged-in users (if anonymous users can't mark their own
edits as minor, they can't mark others' edits as minor)
should be able to mark any edits as minor/not minor.

We may interpret that as "remove the option to mark edits as minor by default".

The marking is advisory only. Don't get worked up over it.
