Time in ISO date/time user option inconsistent

Description:
The time format in the fourth "Date format" option of the en.wikipedia user
Preferences is inconsistent with the first three date and time options.
Please remove the seconds from the fourth option (ISO option) to make it
consistent with the first three date and time format options. Seconds
should be omitted regardless of which option is chosen here.
Nonetheless, either consistently implement seconds for all four options,
or consistently omit seconds for all four options. Thanks.
