Comparing https://en.wikipedia.org/w/index.php?search=&button=&title=Special%3ASearch and
https://te.wikipedia.org/w/index.php?search=&button=&title=Special%3ASearch (screenshot enclosed)

reveals that message search-summary (correspodning to English string For search options, see Help:Searching.) does not appear in Telugu. I tried to search for that string in Translatewiki and could not find it.

As this is a crucial help link, it should be visible.

The message "search-summary" is empty by default, see https://git.wikimedia.org/blob/mediawiki%2Fcore.git/1cb9da7a149166a5bbb8c07bf4a415882f716160/languages%2Fmessages%2FMessagesEn.php#L1810

Therefore it is not listed on translatewiki.net.
