User sandboxes often contain clones of articles, and should be ignored in actual WP pages. However, when a sandbox lists a category, it shows up on the category page (like the category "psychedelic drug advocates" before I fixed it).

I don't see how we can fix this well still allowing user pages to be generally categorized

Perhaps something like HIDDENCAT but works by limiting namespace inclusion. We could by default have categories not have pages in ns 2,3 unless that tag is on the category page...... Just a random thought
