allow "block anonymous edits only" IP blocking

Description:
As it is now, the only IP blocking option available blocks ALL edits that come
through the blocked IP address, from logged-in and anonymous users alike. This
is a problem with proxies like the one linked to here, which is shared by all
public internet access (libraries, schools, univerties) in an entire state. This
situation is bad, as blocking an entire system of public internet access
essentially restricts all edits in the state to come from privately owned
computers. So I propose that an option for administrators to ban only anonymous
edits from an IP address be created, to be used in the case of shared proxy
servers like this (obviously it wouldn't be a good idea to use this option for
non-proxies).

I don't think this is the same feature request. 1294 is about disabling
automatic IP-blocking when blocking a registered user. This one is for being
able to block all anonymous edits from an IP address, while allowing edits from
registered users through it; allowing a sort of partial block.
