Administrator percentage in Special:Statistics should round to a number of significant figures, not decimals

Description:
[[MediaWiki:Userstatstext]] contains a variable $4 that displays the percentage
of users who are administrators. At least on the English Wikipedia, the number
of administrators is growing at a slower rate than the number of registered
users. Currently, only one significant figure is displayed, and it is
conceivable that in the not-too-distant future, the variable will display as
0.00%, a useless statistic. It would be great if the number of significant
places could be chosen as necessary, for example, by the introduction of further
variables (e.g. $5 could represent the percentage with 3 decimal places, $6 for
4 decimal places and so forth).
